Enhanced User administrator role
Previously, users with a User administrator role were unable to add users to the lms. However, in some cases, User administrators being able to add users is desirable, so the lms has been enhanced to support this functionality.
Optionally, via a setting on the Settings | Advanced options page, global administrators can now enable the User administrator role to add users. When restrictions on user administrators have been removed, user administrators can add users by using bulk import only. Account creation in the administration portal user interface is not supported for user administrators.

We suggest that you refer to the following article: User Administrator Enhancement - Known Issue for further information, before enabling this feature. The issue identified and notified in the original version of these release notes has been subsequently resolved, so the link to this article has been removed..
Enhanced Content administrator role
The Content administrator role is not restricted by default, however this role can now be restricted to prevent content Administrators from viewing user details. Where the role is restricted, all users will appear as hidden items (in the same way as an out of scope user, group or OU). The restricted content administrator is still be able to manage targeting based on groups or OUs in the usual way, however the Users tab is removed from the content targeting Users dialog.
Use of cookies
As part of the ongoing changes to enhance to the security of the Civica platform, the learner portal security model has been updated, such that it now places cookies on the learners device to store information about the learners current session. The cookies are strictly necessary, i.e. essential, for the correct function of the learner portal. As such, no options for opting out of their use are presented to the learner.
As a result of this change, you may wish to update any Privacy Policies you have associated with your learner portal, to include information about the cookies now used. You can find details of the cookies used by the Civica platform in the Cookie Use in Civica Learning article.
